Skil satt að segja ekki hvað Hallur Magnússon er að fara.
Hef ekki kynnt mér hvort Sviss hafi sótt um IPA styrki. Hinsvegar er fjárhagur Svisslendinga það sterkur, að þeir þurfa ekki á aðstoð að halda. Þar eru t.d. á hverju strái stofnanir, ekki ólíkar MATÍS, eins vel útbúnar með nýjustu tækjum og tólum og hugsast getur.
Ísland hefur hinsvegar ekki einu sinni getað staðið við skuldbindingar EES samningsins, án aðstðar frá EU. Og til að geta staðið við EU skuldbindingar, þyrfti EU að styðja við mjög margar stofnanir.
Hef enga hugmynd um menntun Halls, kannski lögfræði eða viðskiptafræði. Kannski stjórnmálafræði. En hann hefur líklega aldrei unnið á rannsóknarstofu, svo vanbúin að tækjum að starfsfólkið fyllist frústrasjónum. Fólk með langa og stranga háskólamenntun. Óþolandi aðstæður.
Eða eigum við að búa við eitraðri og óhollari matvæli en önnur ríki Evrópu af því að við höfum ekki efni á þeim mælitækjum, sem eru hluti af eftirlitskerfi allra siðmenntaðra nágranna ríkja okkar?
Svisslendingar voru með hæfa stjórnendur yfir sínum íbúðalánum og gátu meðal annars þess vegna fjármagnað sínar skuldbindingar gagnvart EU.
Þar töpuðust ekki 270 milljarðar eins og á þinni vakt, Hallur.
Það töpuðust engir 270 milljarðar ã minni vakt. Og munu ekki tapast. Þaðhefur komið fram. Meira um það síðar.
Það er rétt að Svisslendingar hafa aðlagað löggjöf sína og regluverk að ESB. Slíkt sameiginlegt regluverk verður að vera til staðar ef hinn s.k. innri markaður á að vera til. Þeir búa við afar flókið kerfi beins lýðræðis sem gerir landið afa íhaldssamt (ekki til fyrirmyndar). Það dugar t.d. ekki að einfaldur meirihluti samþykki eitthvað heldur verður líka meirihluti Kantonana að vera til staðar. Það var t.d. þess vegna að komur fengu ekki kosningarétt í Sviss fyrr en 1973.
Eftir að Svisslendingar felldur EES samninginn 1994 hófst langt ferli samninga við ESB til að ná tvíhliða samningum. Nú er svo komið að þeir hafa gert fjölda tvíhliða samninga sem nokkurn veginn samsvarar EES samningnum!
Það er hins vegar ekki rétt hjá þér að Íslendingar hafi ekki aðlagast ESB regluverki. Við höfum á s.l. 20 árum tekið upp um 75% af öllu regluverki ESB í gegnum EES samninginn og svo verður áfram meðan hann er til.
Sviss tók sínar ákvarðanir með þjóðaratkvæðagreiðslum!

Ósammála Kristjáni. Kerfið er ekki svo flókið, og íhalds- og afturhaldssemi er muni meiri á Íslandi en í Sviss.
SP, Sozialdemokratische Partei der Schweiz, á sterkan þátt í þeirri félagshyggju og þeirri velmegun sem Svisslendingar búa við í dag. Þar voru aldrei í broddi fylkingar „silly“ Blairistar, eins og Ingibjörg Sólrún og Árni Páll. Það var ekkert verið að skakklappast í miðjunni svokallaðri. SP Schweiz er vinstri flokkur og vill vera það.
Var lengi stærsti flokkurinn, í dag sá næst stærsti.
Þá minnist Kristján á nokkuð sem er athyglisvert. „Að einfaldur meirihluti dugi ekki, heldur verði líka meirihluti Kantona að vera til staðar.“
Rétt, en hvað þýður þetta? Til dæmis það að vægi atkvæða í nokkrum blokkum í þéttbýli sé ekki það sama og heils sveitarfélags á landsbyggðinni.
Haukur, það er nú að fara út fyrir umræðuefnið að fara hér að deila um beint lýðræði í Sviss. En að gefnu tilefni.
Ég er ekki hrifin af því kerfi. Það kallar á stöðugar þjóðaratkvæðagreiðslur um hin minnstu mál („Volksinitiative“). Yfirleitt hafa fræðimenn (sem ég hef lesið) verið sammála um að þetta kerfi skapi mikla íhaldssemi (þú getur kallað það stöðugleika). Sem dæmi nefndi ég að konur fengu ekki kosningarétt fyrr en 1973 (á að vera 1971). Það var fellt í þjóðaratkvæðagreiðslu 1959 (aðeins samþykkt af 3 Kantonum).
Svo er minn skilningur á lýðræði: Einn maður, eitt atkvæði. Það á að vera óháð félagslegri stöðu eða búsetu (hvort sem er í blokk í þéttbýli eða á landsbyggð).
Beint lýðræði í anda Svisslendinga hefur bæði jákvæðar og neikvæðar hliðar. Einnig má nefna að iðnaðarframleiðsla er nokkuð vel dreifð um landið, en hefur ekki einangrast við tilteknar borgir/tiltekin svæði, líkt í og í mörgum öðrum löndum Evrópu.
