Tíðindi í Strassborg: Evrópuráðsþingið samþykkti með 110 atkvæðum gegn 5 að taka upp ,,lýðræðissamstarf‘‘ við Palestínuþingið. Þjóðarráð Palestínu er annað arabaþingið sem fær þessa aðstoðaraðild að ráðinu, Marokkómenn voru fyrstir núna í vor, og næstir kynnu að verða Túnisar eða Egyptar. Samþykktin nú hefur verið undirbúin lengi með yfirlýsingum og samningum og rannsóknarferðum og skýrslum ­– en hún vekur auðvitað sérstaka athygli sem frumkvæði Evrópuríkja meðan Bandaríkjaforseti veifar vetó-vopninu yfir höfuðstöðvum Sameinuðu þjóðanna.

Einsog sést á atkvæðatölunum voru allar meginfylkingar Evrópuráðsþingsins sammála um Palestínumenn sem nýja lýðræðis-félaga (Partner for democracy, heitir þetta á ensku), vinstrigrænir og jafnaðarmenn, kristilegir demókratar, líberalar og hægrihægrimenn. Meira að segja formaður ísraelsku áheyrnarsendinefndarinnar taldi þetta jákvætt skref (nokkuð tregur að vísu) – en annar Ísraeli stóð upp líka og mótmælti harðlega með kunnuglegum áróðursrökum þar sem Strassborgarþingmenn voru rækilega minntir á fornar ofsóknir og stefnu á síðustu öld um Evrópu sem ,,Judenfrei‘‘. Nokkuð langt gengið.

Ég var með í umræðunni fyrir atkvæðagreiðsluna, svosem einsog fyrir hönd Íslendinga, til að fagna þessari ákvörðun og minna á okkar afstöðu til málanna — nú getur maður nefnilega rætt utanríkismál við evrópska kollega reistu höfði. Talaði um stuðning Íslendinga við stofnun Ísraelsríkis 1948, breytingar á afstöðu almennings smátt og smátt áratugina eftir sex daga stríðið – varð svo að sleppa kafla sem ég var búinn að skrifa kafla um ályktun alþingis 1989 og ferð Steingríms að hitta Arafat (sem Hallbjörn í Kántríbæ gerði ódauðlega :)) – og að lokum um Palestínuferð Össurar í sumar og þingsályktunartillöguna um viðurkenningu frá í gær. Gat montað mig af því að við yrðum líklega fyrst Vestur-Evrópuríkja að stíga þetta mikilvæga skref. Í endann aðeins væminn og rifjaði upp minningar frá Palestínuferð fyrir tæpu ári og hugleiðingarstund við Grátmúrinn.

Thank you Mr President

I think there is reason to have great expectations towards this Partnership for Democracy with Palestine. For us Europeans to acquire a better understanding of conditions in an area of the world that is important for us. And for you Palestinians to benefit from our experience of negotiation and cooperation after centuries of violence.

My country, Iceland, supported warmly an independent state of Israel in 1948. Iceland was then a newly-independent nation taking its first steps in international politics after the atrocities of World War II. However, after the six-day war, the public in Iceland like elsewhere in the West gradually awoke to the realization that there were two nations living in Palestine, one of which ruled the other with methods that former US President Carter was one of the first to compare with apartheid.

This summer, our foreign minister, Össur Skarphéðinsson, visited both the West Bank and Gaza and met his colleague, Al-Maliki, and President Abbas. He declared on this occasion his support for the wishes of Palestine to become a full member of the United Nations. He also expressed a desire for the Palestinians to solve their internal divisions, which is an important prerequisite for progress.

Yesterday, the Icelandic government submitted a draft resolution in Parliament, Alþingi, that would recognize Palestine as an independent and sovereign state. The resolution enjoys a broad majority and is likely to be passed in the next few weeks. Iceland would then be the first country in Western Europe to take this step. Thank you for the advice, Mr Hancock. We have already taken it.

I have myself visited Palestine and been fascinated by the people, the land and the history. I saw many indications of injustice and oppression but also sensed a strong national desire for life and freedom and the perseverence of a long-established nation.

On the same trip, I visited the Western Wall in Jerusalem and reflected on the history and fate of the remarkable people for which that place is holy, a history which we in Iceland and elsewhere in our part of the world become acquainted with in our schools and places of worship. It is fully in line with our respect for the state of Israel and our friendship towards the Jewish people all over the world that we celebrate here and now a new partnership between the nations of Europe and a democratic and independent state of Palestine.

Mr President, I congratulate the rapporteur on an outstanding report and I am happy to see the representatives of Palestine here in Strasbourg. I thank them for everything their people have taught us about the right of existence of a small but proud nation. Welcome.
